Policy development, implementation and evaluation: we wrote the initial paper on Tourism for Poverty Elimination in 1998 and acted as advisor to the UK Delegation at the Commission on Sustainable Development at the UN in New York. Harold Goodwin is a partner in the Pro-Poor Tourism Partnership which is the leading action research group working on tourism and poverty reduction. We understand the commercial reality that poverty alleviation plans need to be financially sound beyond the funders’ involvement, and consider marketing strategies.
- Led two evaluation missions for Dutch government funded tourism and poverty reduction programmes SNV in four Asian countries and PSO in three African countries
- Drafted Tourism and Poverty Alleviation of UNWTO (presented at the World Summit on Sustainable Development 2002)
- Pro-Poor product development for the World Tourism Organization in Lebanon and Jordan
- Travel Foundation funded projects in the Dominican Republic working with industry associations to produce guideline for the industry on how to maximise the local economic development impact of the industry
- Making Tourism Count in the Caribbean, strategies for increasing the economic development impact of tourism funded by the UK Travel Foundation
- Market access project in The Gambia in 2001-2002 which demonstrated how the earnings of the informal sector could be significantly increased.
